Submitting the admission file
In order for the admissions process to go as smoothly as possible, we urge you to upload the admissions file online according to the instructions below.

The content of the admission file
The files can be submitted only during the admission period, as described in the admission calendar.
Take into consideration that there are different documents required, depending on the type of applicant. The admission file must include, depending on the type of applicant, the following documents:
For all candidates:
For registration, candidates will upload the following documents:
a) application/registration form – standard form;
b) copy of a valid identity document (B.I./ C.I./ passport, etc., depending on the candidate’s citizenship);
c) birth certificate, copy (certification of conformity with the original can be done by the doctoral school secretariat);
d) marriage certificate or other act of name change, copy (certification of conformity with the original can be done by the doctoral school secretariat);
e) baccalaureate diploma or equivalent, copy (certification of conformity with the original can be done by the doctoral school secretariat);
f) higher education diploma (bachelor’s degree) and transcript/diploma supplement, copies (certification of conformity with the original can be done by the doctoral school secretariat);
g) Master’s degree/advanced studies and transcript/diploma supplement, copies or certificate for graduates of master’s degree studies from the current year (certification of conformity with the original can be done by the doctoral school secretariat);
h) Memorandum of scientific activity;
i) list of titles of published scientific papers;
j) proposal of a topic (in writing) in accordance with the research topics related to the vacant doctoral student positions put up for competition by the doctoral supervisor, with justification of its importance;
k) a comprehensive bibliographic list for the proposed topic, on the basis of which the admission competition can be held;
l) certificate of linguistic competence, copy (according to the annex on the types of linguistic competence certificates, attached to this methodology);
m) self-declaration on the accuracy/correctness of the documents submitted online;
n) receipt of payment of the registration fee.
Additionally, for persons requesting exemption from the fee when registering for the admission competition, one of the following documents must be presented:
a) copy of the death certificates of the parents (in the case of those orphaned by one or both parents);
b) document certifying the candidate’s origin from a single-parent family;
c) certificate that they come from the social protection system (in the case of those in this situation at the time of registration);
d) certificate proving the legal sponsor’s quality as a teaching or auxiliary teaching staff, active or retired;
e) certificate proving the legal sponsor’s quality as a staff member employed by the University of Bucharest.
According to the law, persons at risk of losing their ability to meet their daily living needs due to situations such as illness, disability, poverty also benefit from the tax exemption based on a certificate issued by the Social Assistance Directorate within the area of residence of the candidate.
The persons risk of losing their ability to meet their daily living needs must cumulatively meet the following two conditions: a) not to exceed the age of 35 at the time of registration; b) not to achieve an average net monthly income per family member for the last 12 months above the minimum net basic salary in the economy.
The complete set of the uploaded documents is verified by the doctoral school.
Photos of ¾ centimetres (the photos will be brought upon confirmation of the place obtained after the colloquium, together with the original documents: ID, birth and/or marriage certificates, diplomas and their supplements)
For Non-EU candidates only:
- Previous agreement from a supervisor inside the school to participate to the admission colloquium
- A copy of the passport having the specific visa for studies in Romania for Non-EU students
- Medical certificate, in authorized translation if the certificate is in a foreign language
For non-EU candidates applying to the University of Bucharest in 2026, the application process is carried out exclusively online, through the official admission platform. The process involves obtaining the Letter of Acceptance from the Ministry of Education and completing the enrollment stages. The colloquium for admission to ISDS-UB will be organized by the doctoral school, according to the admission calendar.

Keeping track of your status during the admission process
Information regarding the status of the admission process will be posted online, in the announcements section of our website.
Important:
- For all documents presented in copy, you will also need to present the original so our administrative personnel attest their conformity. We will not keep the original, however, in case you are enrolled on a subsidized study place, your study documents will submitted in original at your file (you can bring them during the confirmation process).
- The submitted documents must be arranged in compliance with the OPIS.
- The file must include the admission form, the data protection declaration, and the file’s OPIS.
- The EU, SC and EEA citizens are requested to obtain the Certificate of recognition/equivalence of study documents issued by the National Center of Recognition and Equivalence of Diplomas. This rule is applicable to Romanian citizens with diplomas issued by an institution in a foreign country. For the procedure regarding the recognition of studies and all necessary documents, please review the information at this link.
- For study documents from issued by institutions in other countries than Romania you may need the Hague Apositlle or legalization. Check here the list of countries with this requirement.
- Please note that incomplete files will not be accepted.
- The documents that are not translated as required, will not be accepted.
- During the entire admission process, the communication will be carried out exclusively with the candidate. We do not accept files submitted by a third person, except for the case when that person has a notarial power of attorney issued specifically for the task of submitting the file. If the notarial power of attorney is in a language other than Romanian, will also need to be translated.
